Administrative Services is responsible for accounting, debt administration, benefits administration, worker compensation, risk management, recruiting, information technology, pension administration and purchasing functions for the City. Administrative Services directly serves the City Council, Commissions, City Manager, Departments, employees and citizens of Irvine. The department is organized into four divisions (Administration, Fiscal Services, Human Resources and Information Technology) that provide the essential services for City operations.
The Administration division directs the day-to-day operations of all department functions. The division establishes and implements priorities, policies and procedures, and provides long-range planning for the department's three other divisions: Fiscal Services, Human Resources, and Information Technology. The division supports the Finance Commission and coordinates their activities and implements their directives. In addition, the division is responsible for the administration of the City's Defined Contribution and Defined Benefits Pension Plans.
