The National “Click It or Ticket” traffic safety campaign begins today, May 19, and will continue through June 1. The Irvine Police Department will be joining law enforcement throughout the state to conduct targeted seat belt enforcement in support of the Office of Traffic Safety’s efforts to boost seat belt use both day and night.

Although dark colored vehicles absorb heat much faster, all vehicles get hot inside quickly in warm temperatures, even with the windows slightly down. DARE Officer Aragon, Officer Chandler and Public Safety Assistant Lovenduski, participated in the Read Across America Campaign today in honor of the late great Dr. Seuss. Officers went to four Irvine elementary schools and read books to students in their classrooms. The students were excited to have these special classroom guests and eager to ask questions about law enforcement after the stories were read.

Barry’s family, friends and coworkers were joined by his extended OCFA family and colleagues from the Long Beach Police Department during a ceremony in the Emergency Operations Center. It was standing room only to watch the ceremony and congratulate Sergeant Miller as he takes on his new role as a formal leader within the Department.

Beginning the week of August 5, Irvine’s marked patrol fleet will be equipped with 49 automated external defibrillator (AED) devices. Sudden cardiac arrest (SCA) is the disruption of the heart’s function, causing a lack of blood flow to vital organs. According to the American Red Cross, SCA is one of the leading causes of unexpected death and affects more than 350,000 people in the United States annually.

On Friday, April 26, 2013, Deputy Chief Mike Hamel graduated from Command College in a ceremony held in San Diego. The 18-month program developed by the Commission on Peace Officer Standards and Training (POST) meets every other month and is designed to focus police leaders on dynamics in leadership, strategic planning proactive solutions and futures forecasting. Essentially, the program is designed to utilize experts from outside the field of law enforcement to teach police managers how to manage the future.

Congratulations to Deputy Chief Hamel who graduated with academic honors including class Valedictorian and Most Inspirational student.

On Tuesday, April 9, 2013, motor officer Michael Wright received the Officer of the Quarter award at a luncheon hosted by the Irvine Exchange Club at the Marriott Hotel. Chief Maggard, Deputy Chief Hamel, Lieutenant Hallinan and Sergeant Frank Andersen were in attendance to congratulate Officer Wright. Today’s award luncheon was originally scheduled in February but was postponed due to a large-scale homicide investigation.

On March 19 and 20, 2013, the Irvine Police Department coordinated the “Every 15 Minutes” program for juniors and seniors at Beckman High School. Officers re-enacted a fatal DUI traffic collision the first day of the two-day program to give students an understanding of the real life dangers of driving impaired.

Our hearts and prayers go out today to the families of our law enforcement brothers who lost their lives during the tragic and violent events of the past days. Heartfelt condolences to our extended law enforcement family at the Riverside Police Department and the San Bernardino County Sheriff’s Department.

The men and women of the Irvine Police Department will forever remember and mourn their loss and the loss of the innocent victims from Irvine, USC Public Safety Officer Keith Lawrence and California State University, Fullerton Assistant Basketball Coach, Monica Quan.

We will also keep in our thoughts, our three other law enforcement brothers wounded in Corona, Riverside and San Bernardino and we pray for their full and speedy recovery.

News ImageSuspect Identified In Double-Homicide In Irvine
Police have identified a suspect in last Sunday’s double slaying in Irvine.

Christopher Jordan Dorner, whose last known address was in La Palma, has been identified in the shooting deaths of Keith Lawrence and Monica Quan.

Dorner’s whereabouts are currently unknown and he is likely armed and dangerous.

On November 16, 2012, Turtle Rock Elementary celebrated Crossing Guard, Darlene Hoag’s 90th Birthday. The parents and students showered her with flowers, cards and gifts of thanks. Her decision to work after retirement is remarkable and the parents wanted to make sure she knows her dedication is not taken for granted. Looking at Darlene, you know that 90 is just a number. Her heart is full as she exhibits youthful enthusiasm for her service to the kids at Turtle Rock Elementary.

Back on December 9, 2012, The Irvine Police Department was dispatched to the area of Turtle Ridge in Irvine for a burglary call. While officers were investigating and taking the suspect into custody, they were also checking the area to see if there were any other potential victims. While contacting one resident, they noticed that a 5-year old boy had just posted a hand drawn poster made by him listing his bicycle as missing.

News ImageThe Police Department’s Irvine Disaster Emergency Communications Volunteers Extend their Reach - to the Other Side of the World!

Demonstrating the flexibility of amateur radio, Irvine Disaster Emergency Communications (IDEC) member, Bob Pestolesi, while visiting Palmer Station on Anvers Island in Antarctica, established a “HAM radio” link to amateur radio repeaters used in Irvine. The communication or “QSO” as it is referred to by radio operators was completed on December 5. The Irvine Police Department will be providing free bicycle registration on Saturday, November 10, 2012 to all Irvine residents. The event will take place at the Irvine Police Department located at 1 Civic Center Plaza, Irvine 92606. Registration is required for all bikes that are parked on Irvine school campuses. You will need to bring the actual bicycle with you during this registration in order to verify the serial number. Irvine Municipal Code 4-7-401 requires all bicycles to be licensed in Irvine. Registration will be available from 8 a.m. to 4 p.m.

IRVINE, CA (April 2, 2012) – In support of the California Office of Traffic Safety’s Distracted Driving Awareness Month campaign, the Irvine Police Department will be offering “zero tolerance” to those texting or operating hand-held cell phones during the month of April. Drivers who break the law and place themselves and others in danger will be cited. The current minimum ticket cost is $159, with subsequent tickets costing at least $279.

Braden Marks, Trent Chandler and Rebecca Steen were sworn in by Chief Maggard in the Conference and Training Center. Friends, family and Department members were joined by several of their academy classmates and the entire academy training staff for the ceremony. The three officers graduated from the 199th Orange County Sheriff’s Basic Academy the previous evening during a ceremony held at the academy. The City of Irvine activated its Emergency Operations Center about 3:30 p.m. today in response to a reported ammonia leak at San Onofre Nuclear Power Plant. All of the City of Irvine’s facilities are open and operating as usual. There is no danger to the public, according to the plant’s operator, Southern California Edison. Southern California Edison reported that there are no reported injuries, and the ammonia leak did not include any radioactive material. Southern California Edison has stated that no protective measures are needed by citizens. The City’s EOC was activated to its lowest level as a precautionary measure while awaiting further information. The Orange County Emergency Operations Center was activated to a Level 3 – indicating a serious incident – out of an abundance of caution. On Thursday, September 1, 2011, the Irvine Police Department said goodbye to Senior Public Safety Assistant Lonnie Nelson as he embarks on the next chapter of his life, his “To-Do” list. Lonnie’s more than thirty years of service were celebrated Thursday during a Delta Shift Briefing, packed with current and previously retired personnel. One by one, Lonnie’s co-workers and friends stood up to tell stories and wish him well.

During the week of July 15th, Chief Maggard made Lifesaving Award presentations in Bravo 4/10’s and Delta 3/12’s briefings to thank two officers and a sergeant for their quick response and successful rendering of medical aid. The two incidents occurred in May, approximately one week apart. In both cases, the actions taken by the officers were crucial to the survival of the victims.

News ImageForty Irvine Officers Run the Longest Foot Pursuit in the World!

Over the weekend, the Irvine Police Department participated in the Baker to Vegas Challenge Cup Relay. Referred to as the largest police foot pursuit in the world, the relay covers 120 miles of treacherous desert, ranges from 700 to 5,500 feet above sea level, and is segmented into 20 legs ranging from 4.0 to 10.7 miles. The weather for this event has been recorded from blizzard conditions to over 110 degrees on the pavement depending on the time of year and the leg of the race.

On Saturday, March 26, 2011, Irvine Police Personnel participated in the Orange County Great Park’s first Community Safety Expo. The expo was set up along the Great Park’s timeline, near the balloon. Community members were able to walk through and around a variety of emergency response vehicles, speak to law enforcement and fire personnel, and see demonstrations. Of course, the highlight of the afternoon was the canine demonstration! Always a favorite, both police canine officer “Rudy” and the Orange County Fire Authority’s search and rescue canine performed for the crowd.

On Monday, February 14, 2011, the Irvine Police Department welcomed five additional Explorers to its Post. Explorers Flandez, Tag, Lee, Seo, and Sacks will begin their responsibilities as Irvine Police Explorers in addition to the rigorous schedules they keep as high schools students. Explorer Sacks received special honors for being the top recruit in written examinations, scoring an impressive 97%. Officer Frei and Civilian Investigator Oldoerp commented on how inspiring it was to see the graduates’ commitment to the training program.

On Thursday, January 27, 2011, Irvine Disaster/Emergency Communications (IDEC) held their annual recognition meeting at City Hall. IDEC Tom Hobbs received the Member of the Year award for his exceptional work organizing the IDEC relay station at the City of Irvine's Operations Support Facility, and for going above and beyond as a team leader throughout the year. Hobbs full-time employment is with the Orange County Fire Authority as a Firefighter.

(January 5, 2010) This afternoon Chief Maggard attended the official inauguration of the Orange County Regional Computer Forensic Laboratory (OCRCFL), which is located in the City of Orange. Present at the inauguration was the Federal Bureau of Investigation Director Robert Mueller and other partners in the Regional Computer Forensic Laboratory consortium. Irvine is one of ten law enforcement agencies with a detective assigned to the OCRCFL.

IRVINE, CA (December 16 , 2010): Today veteran police manager Jeff Noble was sworn in as Irvine Police Department's Deputy Chief of Police.

As a 26-year veteran of law enforcement, Jeff Noble has worked in virtually all areas of the department while ascending through the ranks. Most recently, he served as a Police Commander responsible for the University Area of the community. Jeff Noble is a Medal of Valor recipient and during his tenure has served as a Narcotics Detective, SWAT Team Leader and Professional Standards Supervisor. He currently serves as the Assistant Director of Special Olympics of Southern California.

After 34 years of dedicated service, Deputy Chief Dave Freedland is retiring. Deputy Chief Freedland has worked in virtually every area of our department while ascending through the ranks. Over the years he has contributed to the department in a variety of ways, including service as the SWAT Commander, self-defense instructor and internal affairs supervisor. Deputy Chief Freedland has embodied our Department values of Integrity, Accountability, Respect and Quality Service. We are grateful for his tenure and wish he and his family well during his retirement.

IRVINE, CA (November 18, 2010) Today the California Department of Justice released preliminary January – June 2010 Part 1 Crime data for California cities with populations over 100,000. Based on that data it was determined the City of Irvine continues to have the lowest per capita Violent Crime rate for California cities over 100,000 residents. Part 1 Crime violent crimes include: murder, rape, robbery and aggravated assault. Additionally, the City of Irvine experienced a 19% reduction in overall Part 1 Crime compared to the same period last year.

High Risk Sex Offender Back in Custody

Effective Wednesday November 17, 2010 at 5:29 pm, Lawrence Joseph BROWN was returned back to Chino State Prison for a parole violation.

As a term of BROWN’S parole, he was prohibited from riding in any vehicle with any female. He was also ordered to report immediately to his parole agent upon release. Teams of Law Enforcement and Corrections personnel followed BROWN and determined he was in violation of his parole.

IRVINE, CA (November 10, 2010): Irvine Police are asking for the public's help in identifying the victim who was found deceased and burned in the parking lot of a closed business early Saturday morning, September 5, 2009. The victim is described as an African American woman in her early 20's, approximately 6' tall and 150 pounds.

Attached is a touched up photograph of the victim. Anyone with information about the victim's identity is asked to contact the Irvine Police Department's 24-hour tip hotline at (949) 724-7192.

The campaign relies on enforcement and public education as a means to help reduce deaths and injuries on California’s roadways.

IRVINE, CA (November 3, 2010): This morning, Irvine Police Officer Noelle Smiley was promoted to the rank of Sergeant. Several family members and co-workers were in attendance at her promotional ceremony held in the Irvine City Council Chambers. Irvine Police Chief David L. Maggard, Jr. administered the oath of office followed by her husband pinning her new sergeant's badge.

During the month of September, Sergeant Smiley and eighteen other police officers participated in a comprehensive sergeant’s assessment process that included written and oral presentations and staff evaluations. Sergeant Smiley successfully completed the process and was ranked first on the eligibility list.

Sergeant Smiley is a 13-year veteran of law enforcement starting her career with the Los Angeles Police Department as a patrol officer. She came to the Irvine Police Department in 2000 and has worked a variety of assignments including patrol (as a Field Training Officer); Irvine Spectrum Center Policing Team, and as a detective investigating crimes against persons.

As customary, Sergeant Smiley will participate in a two-week supervisor orientation prior to being assigned a patrol shift.

IRVINE, CA (November 3, 2010): This afternoon members from the Target Corporation presented Irvine Police Chief David L. Maggard, Jr. with a $2000 donation that will go to the 5th annual Shop-with-a-Cop event that is scheduled for Thursday, December 2nd. Present were Target Corporation District Asset Protection Team Leader Ben Ditzler and Group Asset Protection Team Leader Kristan Young. The donation will be given to members of underprivileged and displaced families, who will be given an opportunity to participate in a holiday shopping spree with off-duty Irvine Police Department uniformed personnel at the Target store located at 3750 Barranca.

IRVINE, CA (October 29, 2010): On Friday, October 29th, the Golden Badge Awards banquet was held at the Irvine Marriott. The Golden Badge Foundation is a non-profit organization dedicated to strengthening relations within California’s law enforcement community, as well as between members of law enforcement and the community they protect and serve. Each year the Golden Badge Foundation hosts an awards banquet to honor law enforcement officers and civilians for heroic acts of bravery and deeds. This year, Irvine Police Officer Jon Jarrett was given the Exemplary Performance Award for rescuing an elderly disabled woman from her burning home.

At midnight on September 6th, an Irvine resident suddenly became seriously ill and stopped breathing. The victim’s adult daughter called 9-1-1 and was instructed by an Irvine Police Dispatcher on how to perform Cardiopulmonary Resuscitation (CPR) to assist her struggling father.
