| The National “Click It or Ticket” traffic safety campaign begins today, May 19, and will continue through June 1. The Irvine Police Department will be joining law enforcement throughout the state to conduct targeted seat belt enforcement in support of the Office of Traffic Safety’s efforts to boost seat belt use both day and night.

| As temperatures outside rise, the inside temperature of a vehicle can heat up quickly. Although dark colored vehicles absorb heat much faster, all vehicles get hot inside quickly in warm temperatures, even with the windows slightly down. Please remember to not leave your pets inside your vehicle even for “just a minute” while you run an errand.

| DARE Officer Aragon, Officer Chandler and Public Safety Assistant Lovenduski, participated in the Read Across America Campaign today in honor of the late great Dr. Seuss. Officers went to four Irvine elementary schools and read books to students in their classrooms. The students were excited to have these special classroom guests and eager to ask questions about law enforcement after the stories were read.

Sudden cardiac arrest (SCA) is the disruption of the heart’s function, causing a lack of blood flow to vital organs. Heartfelt condolences to our extended law enforcement family at the Riverside Police Department and the San Bernardino County Sheriff’s Department.
The men and women of the Irvine Police Department will forever remember and mourn their loss and the loss of the innocent victims from Irvine, USC Public Safety Officer Keith Lawrence and California State University, Fullerton Assistant Basketball Coach, Monica Quan.
We will also keep in our thoughts, our three other law enforcement brothers wounded in Corona, Riverside and San Bernardino and we pray for their full and speedy recovery.

| Police have identified a suspect in last Sunday’s double slaying in Irvine. Christopher Jordan Dorner, whose last known address was in La Palma, has been identified in the shooting deaths of Keith Lawrence and Monica Quan. Dorner’s whereabouts are currently unknown and he is likely armed and dangerous.

| On November 16, 2012, Turtle Rock Elementary celebrated Crossing Guard, Darlene Hoag’s 90th Birthday. The parents and students showered her with flowers, cards and gifts of thanks. Her decision to work after retirement is remarkable and the parents wanted to make sure she knows her dedication is not taken for granted. Looking at Darlene, you know that 90 is just a number. Her heart is full as she exhibits youthful enthusiasm for her service to the kids at Turtle Rock Elementary.

| Back on December 9, 2012, The Irvine Police Department was dispatched to the area of Turtle Ridge in Irvine for a burglary call. While officers were investigating and taking the suspect into custody, they were also checking the area to see if there were any other potential victims. While contacting one resident, they noticed that a 5-year old boy had just posted a hand drawn poster made by him listing his bicycle as missing.

| On Monday, January 14, 2013, School Resource Officer Frough Jahid was honored during a meeting of the Tustin Unified School Board. Officer Jahid and school resource officers Scott Wright from the Tustin Police Department and Jay Myers from the Orange County Sheriff’s Department were each recognized for their valuable service to the District which has high school campuses in Irvine and Tustin.

| On Monday, the Lakeview Senior Center welcomed Detective Hudson and Civilian Investigator Covarrubias to discuss personal safety issues affecting senior citizens in our community.

| Demonstrating the flexibility of amateur radio, Irvine Disaster Emergency Communications (IDEC) member, Bob Pestolesi, while visiting Palmer Station on Anvers Island in Antarctica, established a “HAM radio” link to amateur radio repeaters used in Irvine. The communication or “QSO” as it is referred to by radio operators was completed on December 5. While Mr. Pestolesi could be heard clearly on the radio across Orange County, also audible in the background were the sounds of penguins half a world away.

Each year, just before the holidays, police personnel meet mothers and children who have been displaced from their homes by family violence to help bring them a spark of holiday cheer.

| On Wednesday, October 31, 2012, the Irvine Police Department held its first annual “Don’t Trick We’ll Treat” event. The event provided an opportunity for officers, employees and Police Explorers to interact with Irvine residents and share a positive experience with the community. The teams traveled to multiple neighborhoods throughout the community and handed out treats and stickers to the kids as they were out trick-or-treating.

| The Irvine Police Department will be providing free bicycle registration on Saturday, November 10, 2012 to all Irvine residents. The event will take place at the Irvine Police Department located at 1 Civic Center Plaza, Irvine 92606. Registration is required for all bikes that are parked on Irvine school campuses. You will need to bring the actual bicycle with you during this registration in order to verify the serial number. Irvine Municipal Code 4-7-401 requires all bicycles to be licensed in Irvine. Registration will be available from 8 a.m. to 4 p.m.

Although somewhat against her wishes, the retirement celebration was planned by Chief Maggard due to an overwhelming desire of Diane’s collogues to wish her well. A compromise was struck when Diane sat in the front row rather than taking a chair center stage while several coworkers and former coworkers made presentations.

The torch run is an annual event to raise funds and awareness for the Special Olympics Summer Games being held June 9-10 at California State University, Long Beach.

| On Monday, June 4, 2012, Chief Maggard swore in two new officers to the Irvine Police Department, Officers Joshua Balos and Bradley Boyer. | IRVINE, CA (April 2, 2012) – In support of the California Office of Traffic Safety’s Distracted Driving Awareness Month campaign, the Irvine Police Department will be offering “zero tolerance” to those texting or operating hand-held cell phones during the month of April. Drivers who break the law and place themselves and others in danger will be cited. The current minimum ticket cost is $159, with subsequent tickets costing at least $279.

The Community Police Academy (CPA) is a program hosted by the Irvine Police Department designed to provide an in-depth look into the day-to-day operations of our law enforcement agency and its role in the criminal justice system. | Braden Marks, Trent Chandler and Rebecca Steen were sworn in by Chief Maggard in the Conference and Training Center. Friends, family and Department members were joined by several of their academy classmates and the entire academy training staff for the ceremony. The three officers graduated from the 199th Orange County Sheriff’s Basic Academy the previous evening during a ceremony held at the academy. Lieutenant Allan, Sergeant Egan and Officer Casas were present to congratulate them at that event.

| On Friday, March 9, 2012, Lieutenant Engen received the 2012 Women Making a Difference Award. California State Senator Lou Correa recognizes outstanding women in Orange County annually with the award in honor of Women's History Month. This year, Senator Correa honored women in public service, particularly those who have served our country in the military and law enforcement. Lieutenant Engen was nominated for her dedication to recruiting, retaining and developing women to the law enforcement profession. This prestigious award was presented during a ceremony held at the Westminster Civic Center. Also attending the award ceremony were Chief Maggard and Commander Hamel.

| On the evening of Halloween, Irvine Police Officers on the evening patrol shift brought in treats from home to pass out to kids in the community during their routine patrols.

| The City of Irvine activated its Emergency Operations Center about 3:30 p.m. today in response to a reported ammonia leak at San Onofre Nuclear Power Plant. All of the City of Irvine’s facilities are open and operating as usual. There is no danger to the public, according to the plant’s operator, Southern California Edison. Southern California Edison reported that there are no reported injuries, and the ammonia leak did not include any radioactive material. Southern California Edison has stated that no protective measures are needed by citizens. The City’s EOC was activated to its lowest level as a precautionary measure while awaiting further information. The Orange County Emergency Operations Center was activated to a Level 3 – indicating a serious incident – out of an abundance of caution. | On Sunday, September 25th, Team Irvine participated in the Susan G. Komen Race for the Cure. This was a banner year for Team Irvine as 60 participants walked and ran the 5K course in Newport Beach. This year’s team was the largest group so far and collected over $1,700 toward finding a cure for breast cancer.

| Officer Cronin was joined by members of his family, his new coworkers as well as fellow graduates from his academy class. After the ceremony, Jade Mazzio and Lieutenant Allan conducted an orientation and tour of the Department for Officer Cronin’s family and friends.

| On Thursday, September 15th, just before 3:00 a.m., an earthquake shook many Irvine residents awake. The quake, centered only 4 miles south-southwest of Irvine, was “small”, at only a 3.4 magnitude. A week ago a similarly “small”, 4.2 magnitude earthquake, shook Yucaipa just before 8:00 a.m. Although small in magnitude, these recent seismic reminders beg the question. ARE YOU READY?

| Detective Melissa Porter returned to work Tuesday after a week-long soccer tournament in New York City at the World Police and Fire Games. Detective Porter joined Kelly Gorman, a Newport Beach Firefighter, and 15 other police officers and firefighters, from all over California to complete their roster.

| On Thursday, September 1, 2011, the Irvine Police Department said goodbye to Senior Public Safety Assistant Lonnie Nelson as he embarks on the next chapter of his life, his “To-Do” list. Lonnie’s more than thirty years of service were celebrated Thursday during a Delta Shift Briefing, packed with current and previously retired personnel. One by one, Lonnie’s co-workers and friends stood up to tell stories and wish him well.

| On Thursday July 26, 2011, the Orange County Law Enforcement Exploring Advisors Association held its Eighth Annual Awards and Recognition Dinner at the Irvine Ranch Outdoor Education Center in Orange. The ceremony was well attended with the heads of several departments taking place in the awards presentations.

| The Irvine Police Department’s basketball team, “Irvine’s Finest”, recently competed in the City of Irvine Summer Basketball League. The regular season consisted of nine games and ended with a dramatic tenth championship game.

| On Tuesday July 26, three Public Safety employees were recognized for their 25 years of dedicated service to the Irvine Police Department at during the City Council meeting at City Hall.

| During the week of July 15th, Chief Maggard made Lifesaving Award presentations in Bravo 4/10’s and Delta 3/12’s briefings to thank two officers and a sergeant for their quick response and successful rendering of medical aid. The two incidents occurred in May, approximately one week apart. In both cases, the actions taken by the officers were crucial to the survival of the victims.

| On Sunday June 26, 2011 nearly 200 people turned out for the first annual Irvine Police Officers vs. Orange County Fire Authority Firefighters softball challenge. The three game tournaments took place at Bill Barber Park. The firefighters were victorious winning two out of three games.

| On Tuesday April 19, 2011, Technical Reserve Bob LaTouche was recognized as the Employee of the Quarter by the Exchange Club of Irvine for his exceptional contributions to the network operations of the Mobile Communication Vehicle. Technical Reserve LaTouche was commended for his outstanding efforts in the modernization of the Mobile Command Center Vehicle and the technical development of the Volunteer Management Trailer. Members of LaTouche’s family, as well as Chief Maggard, Lieutenants Hurtado, Mahoney, and Hallinan, Sergeant Wood and fellow Technical Reservists, attended the luncheon held at the Irvine Marriott to congratulate Technical Reserve LaTouche on this well-deserved recognition.

| Over the weekend, the Irvine Police Department participated in the Baker to Vegas Challenge Cup Relay. Referred to as the largest police foot pursuit in the world, the relay covers 120 miles of treacherous desert, ranges from 700 to 5,500 feet above sea level, and is segmented into 20 legs ranging from 4.0 to 10.7 miles. The weather for this event has been recorded from blizzard conditions to over 110 degrees on the pavement depending on the time of year and the leg of the race.

| On Monday, April 4, 2011, and Tuesday April 5, 2011, Irvine Police Officers will be on the look out for Distracted Drivers in support of the statewide “Hands Free is Ticket Free” campaign. Irvine joins over 225 other local agencies and the CHP for this two-day, “Zero Tolerance”, approach to dangerous, distracted driving.

| On Saturday, March 26, 2011, Irvine Police Personnel participated in the Orange County Great Park’s first Community Safety Expo. The expo was set up along the Great Park’s timeline, near the balloon. Community members were able to walk through and around a variety of emergency response vehicles, speak to law enforcement and fire personnel, and see demonstrations. Of course, the highlight of the afternoon was the canine demonstration! Always a favorite, both police canine officer “Rudy” and the Orange County Fire Authority’s search and rescue canine performed for the crowd.

The event, held at the Irvine Marriott, was attended by over 400 community members.

| On Monday, February 14, 2011, the Irvine Police Department welcomed five additional Explorers to its Post. Explorers Flandez, Tag, Lee, Seo, and Sacks will begin their responsibilities as Irvine Police Explorers in addition to the rigorous schedules they keep as high schools students. Explorer Sacks received special honors for being the top recruit in written examinations, scoring an impressive 97%. Officer Frei and Civilian Investigator Oldoerp commented on how inspiring it was to see the graduates’ commitment to the training program.

| On Thursday, January 27, 2011, Irvine Disaster/Emergency Communications (IDEC) held their annual recognition meeting at City Hall. IDEC Tom Hobbs received the Member of the Year award for his exceptional work organizing the IDEC relay station at the City of Irvine's Operations Support Facility, and for going above and beyond as a team leader throughout the year. Hobbs full-time employment is with the Orange County Fire Authority as a Firefighter.

| On Monday, January 24, 2011, Chief Maggard swore in Matthew August, Bret Milovich, and Michael Kent as Police Sergeants in a ceremony at City Hall. The audience was packed with friends, family and City personnel eager to congratulate the new Sergeants and wish them well. These promotions fill the vacancies created by the recent Lieutenant promotions. Each of the newly promoted Sergeants will be assigned to Patrol Operations.

| On Thursday, January 20, 2011, Chief Maggard swore in three new Lieutenants in a ceremony at City Hall. Lieutenant Mike Hallinan, Lieutenant Julia Engen, and Lieutenant Pat Hurtado will fill the vacancies created by recent promotions and retirements and create three additional promotional opportunities for the Sergeant rank, expected to take place early next week.

| (January 5, 2010) This afternoon Chief Maggard attended the official inauguration of the Orange County Regional Computer Forensic Laboratory (OCRCFL), which is located in the City of Orange. Present at the inauguration was the Federal Bureau of Investigation Director Robert Mueller and other partners in the Regional Computer Forensic Laboratory consortium. Irvine is one of ten law enforcement agencies with a detective assigned to the OCRCFL.

| IRVINE, CA (December 16 , 2010): Today veteran police manager Jeff Noble was sworn in as Irvine Police Department's Deputy Chief of Police.
As a 26-year veteran of law enforcement, Jeff Noble has worked in virtually all areas of the department while ascending through the ranks. Most recently, he served as a Police Commander responsible for the University Area of the community. Jeff Noble is a Medal of Valor recipient and during his tenure has served as a Narcotics Detective, SWAT Team Leader and Professional Standards Supervisor. He currently serves as the Assistant Director of Special Olympics of Southern California.

| This afternoon the Irvine Police Department gave a heart felt farewell to Program Specialist Dawna Finley after 30-years of service to the City of Irvine. Dawna made the decision to retire from an organization that she described as "her extended family."

| After 34 years of dedicated service, Deputy Chief Dave Freedland is retiring. Deputy Chief Freedland has worked in virtually every area of our department while ascending through the ranks. Over the years he has contributed to the department in a variety of ways, including service as the SWAT Commander, self-defense instructor and internal affairs supervisor. Deputy Chief Freedland has embodied our Department values of Integrity, Accountability, Respect and Quality Service. We are grateful for his tenure and wish he and his family well during his retirement.

| IRVINE, CA (November 18, 2010) Today the California Department of Justice released preliminary January – June 2010 Part 1 Crime data for California cities with populations over 100,000. Based on that data it was determined the City of Irvine continues to have the lowest per capita Violent Crime rate for California cities over 100,000 residents. Part 1 Crime violent crimes include: murder, rape, robbery and aggravated assault. Additionally, the City of Irvine experienced a 19% reduction in overall Part 1 Crime compared to the same period last year.

Effective Wednesday November 17, 2010 at 5:29 pm, Lawrence Joseph BROWN was returned back to Chino State Prison for a parole violation. As a term of BROWN’S parole, he was prohibited from riding in any vehicle with any female. He was also ordered to report immediately to his parole agent upon release. Teams of Law Enforcement and Corrections personnel followed BROWN and determined he was in violation of his parole. (

| IRVINE, CA (November 3, 2010): This morning, Irvine Police Officer Noelle Smiley was promoted to the rank of Sergeant. Several family members and co-workers were in attendance at her promotional ceremony held in the Irvine City Council Chambers. Irvine Police Chief David L. Maggard, Jr. administered the oath of office followed by her husband pinning her new sergeant's badge.
During the month of September, Sergeant Smiley and eighteen other police officers participated in a comprehensive sergeant’s assessment process that included written and oral presentations and staff evaluations. Sergeant Smiley successfully completed the process and was ranked first on the eligibility list.
Sergeant Smiley is a 13-year veteran of law enforcement starting her career with the Los Angeles Police Department as a patrol officer. She came to the Irvine Police Department in 2000 and has worked a variety of assignments including patrol (as a Field Training Officer); Irvine Spectrum Center Policing Team, and as a detective investigating crimes against persons.
As customary, Sergeant Smiley will participate in a two-week supervisor orientation prior to being assigned a patrol shift.

Maggard, Jr. with a $2000 donation that will go to the 5th annual Shop-with-a-Cop event that is scheduled for Thursday, December 2nd. | At midnight on September 6th, an Irvine resident suddenly became seriously ill and stopped breathing. The victim’s adult daughter called 9-1-1 and was instructed by an Irvine Police Dispatcher on how to perform Cardiopulmonary Resuscitation (CPR) to assist her struggling father.

Drivers caught using a wireless telephone while operating a motor vehicle without a hands-free device face a base fine of $20 for a first offense and $50 for each subsequent offense.

| Campaign Aims to Boost Seat Belt Use The Irvine Police Department will be aggressively enforcing the state’s occupant protection laws as part of California’s 2008 Click It or Ticket mobilization, taking place May 12-June 1. The campaign relies on heavy enforcement and public education as a means to help California achieve the highest seat belt use rate in the nation.

| CERT is a group of people organized as a neighborhood-based team that receives special training to enhance their ability to recognize, respond to, and recover from a major emergency or disaster situation. Teams are trained by professional responders in areas that will help them take care of themselves and others before, during and after a major emergency. The Irvine Police Department is currently accepting applications for its late spring CERT 18 class beginning May 20.

| On November 2, 2005, at approximately 7:30 P.M., Irvine police officers arrested RAYMOND LOPEZ in Rossmoor, CA, for three residential burglaries that occurred in the Irvine area in the recent past. This individual is thought to be responsible for as many as 200 residential burglaries in the City of Irvine over the past 5 years.

| On 8-3-05, at approximately 7:00 p.m., we were contacted by a woman who reported that her husband, Alfred Flores, had driven away in their car about 6:45 p.m. and had not returned. Mr. Flores had been at his home and told his wife he was going out to look for some cardboard boxes, as he and his wife are planning to move.
