| News Details | Commander Hallinan and Lieutenant Andersen Sworn In12/19/2013 $0On Tuesday, Chief Maggard swore in Commander Mike Hallinan and Lieutenant Frank Andersen during a ceremony at the Irvine Civic Center’s Conference and Training Center. A capacity crowd attended to congratulate the men on their promotions including several members of the community and colleagues from other law enforcement agencies.$0$0$0$0$0Commander Hallinan will take over the vacancy created in the University area after the retirement of Commander John Hare. Lieutenant Hallinan, a 21-year law enforcement officer, began his career in Los Angeles in 1989. In 1994, he transferred to the Irvine Police Department. As a police officer he has worked as a Field Training Officer, narcotics investigator, and was a member of the Honor Guard, Special Enforcement Team and the Special Weapons and Tactics Team (SWAT). He promoted to Sergeant in 2005, and worked in Operations as a patrol supervisor and in the Investigations Bureau as a Detective Sergeant. As a Lieutenant, Commander Hallinan has been the Support Services and Special Projects manager, Traffic manager and most recently the Lieutenant in charge of the Office of Professional Standards. Commander Hallinan’s formal education includes a Bachelor’s Degree in Sociology from California State University, Northridge, and a Master’s Degree in Administration of Justice from the University of Phoenix. Additionally, he is a graduate of the Sherman Block Leadership Institute, The Los Angeles Police Department’s West Point Leadership Program, Target’s Law Enforcement Business Fellowship Program and the Police Executive Research Forum’s Senior Management Institute for Police.$0$0$0$0$0Lieutenant Andersen joins the Command Staff after most recently serving as the Sergeant in the Office of Professional Standards. He joined the Irvine Police Department in 1988 after serving four years in the United States Marine Corps where he was an Intelligence Sergeant. As a police officer Lieutenant Anderson worked in Patrol, Traffic, Narcotics, served as a Field Training Officer and member of SWAT. In 2005, he promoted to the rank of Sergeant and has served in several positions including, Patrol, Special Events and most recently in the Office of Professional Standards. Lieutenant Anderson received a Bachelor of Arts in Criminal Justice from California State University, Fullerton and a Master’s degree in Criminal Justice from California State University, Long Beach. He is also a graduate of the Sherman Block Supervisory Leadership Institute and the Goldenwest College Leadership and Development for Law Enforcement Program. Lieutenant Anderson will step into the management role in the Office of Professional Development created by Commander Hallinan’s promotion. $0 |
